Across large parts of the Netherlands, the electricity grid has run out of headroom. For a growing or electrifying business, a heavier connection can be years away. The numbers make the constraint plain: more than 14,000 businesses sit on regional grid-operator waiting lists for new or heavier connections, physical reinforcement in the most congested regions can take up to ten years, and over 60% of substations in industrial regions are at or near capacity. The point isn't the exact figure — it's that capacity has become a planning constraint rather than a given.

First, your peak is rarely your average: most sites run well below their connection most of the day, and the problem is a handful of short, overlapping peaks when a compressor, a heat pump and ventilation all ramp at once.

Second, you can't manage what you can't see — without measurement at the right points, those peaks are invisible, because the monthly bill tells you the total but never the shape.

Third, flexibility is now worth money: grid operators reward companies that move load away from busy moments, and being measurable and steerable is what unlocks that.

Measure

What measured flexibility unlocks

Once your load is visible and steerable, grid congestion stops being only a cost. Grid operators now offer flexible transport contracts that pay you a vergoeding or korting for staying off the grid at busy moments — and each one needs proof that you can actually control your load:

  • CBC — capaciteitsbeperkingscontract. You agree to cap your offtake during defined busy windows in exchange for a reduction. Workable only if you know your profile and can steer it.
  • Congestion management. The grid operator asks you to lower demand on request at peak moments, and pays you for the flexibility you deliver.
  • ATR — alternatief transportrecht (e.g. time-block). A lasting arrangement: you keep the right to transport power at agreed times. A permanent fit for predictable production patterns.

And it can be funded, not paid out of pocket. The national Flex-e scheme co-funds the journey from insight to installed flexibility and runs again in 2026: roughly 50% (up to €10,000) for a flexibility scan, a share of a feasibility study, and up to 40% for the measures themselves, with the application window from 6 May to 15 October 2026.
